Ramp access is a specification, not an upgrade
A wheelchair user needs a rear ramp, a flat secured position and restraints. A passenger buggy with a low step does not do this job, and offering it as though it does helps nobody.
Who is being moved, and from where
Map the actual journey: accessible parking to entrance, entrance to the far end, and the return once the event closes and everyone leaves at once. That last leg is the one that gets underestimated.
Medical response
If a buggy is part of your medical plan, it needs to be dedicated to that, not shared with general transport. Your event medical provider will have a view and it is worth asking them first.
Marshalling and patrol
Security and marshal use is continuous rather than peaked, which usually means charging in rotation or an extra vehicle rather than a single buggy running flat.
Publish it
If accessible transport is available, say so in your event information in advance. People decide whether they can attend at all based on what they can find out beforehand.
