The legal questions about golf buggies come down to one distinction: public road or private land. A standard buggy is not road legal and cannot be driven on the highway, because it is not built or registered to the standards a road vehicle needs. On private land, which is where essentially every hire operates, that whole body of rules does not apply in the same way.

What replaces it is the venue's own judgement and yours. There is no statutory minimum age on private ground, no licence requirement, and no MOT, which means the choice of driver, the routes and the rules are decisions someone has to make deliberately rather than assume. These guides set out the general position, and they are careful to say where the answer genuinely depends on circumstances rather than inventing a certainty.

One case does need care: a site split by a public road, or a route that would cross one. Even a short stretch of highway brings the road rules back into play, and a standard buggy should not be on it. There is usually a way to plan around it, a different route or a properly managed crossing point, but it has to be worked out in advance rather than discovered by a driver on the day.
