Most wedding venues were not designed around walking. The ceremony is in one place, the photographs somewhere with a view, and the reception somewhere else again, often across gravel and grass. On a warm day in formal shoes that walk is the part of the schedule that quietly slips, and it is hardest on the guests least able to manage it.

A buggy at a wedding is a logistics decision dressed as a nice touch. It keeps the timeline intact, it gets the couple to a photograph location without a fifteen-minute round trip, and it means an elderly relative or a guest in a wheelchair is not choosing between discomfort and missing part of the day.
