Most golf machines leave the factory without belts, and that is a design decision rather than an oversight. Passengers get on and off constantly, speeds are low, and the injury these vehicles actually produce is somebody leaving an open seat sideways in a turn. Why golf machines are built without belts

The design follows the use. A machine on a course stops every few minutes, players step off and on repeatedly, and the vehicle rarely exceeds a brisk walking pace on the sections where anyone is moving about. Some operators find that belts make brief hop on hop off journeys unworkable and restructure the route instead. That is a legitimate conclusion, provided it is reached deliberately and written down.

Anchorages, and why a retrofit is not a bolt on

A belt transfers a large load into whatever it is attached to. That load has to reach the structure of the vehicle through a mounting designed to take it, which is why anchorages are engineered items and not a case of finding a strong looking piece of frame. A belt bolted to a seat pan that was never intended to carry it can pull through under exactly the loading it exists to handle, and the resulting failure is worse than not having fitted anything.

So take retrofits to the maker or to an approved converter, and ask what the seat and frame are rated for. Ask what happens to the vehicle warranty, and get the answer in writing. If the maker offers a belt equipped version of the same body, ordering that from new is almost always cheaper and always cleaner than adapting one afterwards. Carrying staff, and what an employer answers to

Once employees ride in the vehicle as part of their work, it is work equipment and a workplace transport question, and the Health and Safety Executive publishes guidance on both. What matters in practice is a written assessment that names the routes, the speeds, the loads, the people and the fittings, and a set of rules that follow from it. Driver training, a limit on passenger numbers, no riding on beds or hitches, and a clear instruction on slopes do more for safety than any single component.

Tell your insurer what the machine is used for as well. Cover written around a course vehicle may not contemplate staff transport across a site, and the time to discover the gap is not after an incident. Insurers frequently have their own requirements about restraint, training and record keeping, and those requirements become the practical standard for your site regardless of what the vehicle left the factory with.

A small child is exactly the passenger most likely to slide out of an open seat, least likely to hold on when it matters, and most likely to be sitting on somebody's lap because the vehicle looked harmless. The workable position on most sites is simple: children sit in a seat, one per seat, with an adult beside them and a hand on a grab handle, and the vehicle is driven accordingly. Where a child is too small for that to mean anything, they should not be aboard. If children are carried regularly, say at a visitor attraction or a holiday park, take a specific view in the risk assessment and check it with your insurer rather than deciding it on the day.

Writing it into the risk assessment

The assessment is where this gets settled, and it should reach a decision rather than list considerations. Describe the vehicle and its fittings, the routes and their gradients, who drives and what training they have had, how many passengers ride and where, and what happens to anyone who cannot use the vehicle safely. Then record the restraint decision and the reasoning behind it, because a considered decision documented at the time is defensible and a silence is not.

Review it when something changes: a new route, a new group of passengers, a different machine, a near miss. Near misses are the cheapest information available and the most commonly ignored. If somebody has slipped on the step or grabbed at a passing pole, that is the assessment telling you something before an incident does, and it is worth acting on while it costs nothing but a handle and a briefing.
