Almost everything about operating a buggy safely comes back to speed. A buggy driven slowly is forgiving; the same buggy rushed is where problems start, and that is true on gravel, on a slope, and anywhere near people who are not expecting a vehicle.

The rest is a short list that does not change: only as many passengers as there are proper seats, nobody standing or riding on the side, arms and legs inside, and a driver who is briefed and unhurried rather than whoever happens to be nearest. Two things are worth settling before the day rather than on it. Who is insured and permitted to drive, which most venues want as a named list rather than anyone from the team; and whether the route crosses ground where pedestrians will not be expecting a vehicle, which needs marshalling and a defined path. Both belong in an event safety plan, and a licensing officer will expect to see them there.
